A “S47 report” refers to a process or report within the context of child protection services in the United Kingdom. The Local Authority, through the local social services are responsible for safeguarding and promoting the welfare of children at risk of harm. Section 47 of the Children Act 1989 (hence the “S47” designation) grants these services the authority to conduct inquiries into situations where they have reasonable cause to suspect that a child is suffering or is likely to suffer significant harm.

A Section 47 report, also known as a Section 47 assessment, is a formal investigation or assessment conducted by social workers or other professionals to determine whether a child is at risk of significant harm. This assessment is usually initiated when concerns have been raised about a child’s well-being, safety, or welfare, and there is a need to gather information to decide whether intervention or support is required to protect the child.

The purpose of a Section 47 report is to assess the child’s situation, gather evidence, and make recommendations for appropriate actions. Depending on the findings of the assessment, child protection measures may be put in place, such as placing the child under a Child Protection Plan, seeking a court order for protection, or providing support services to the child and their family.

It is important to work with the social worker or department during the preparation of the report as if the matter does progress further or should it lead to the Local Authority making an application to the court in respect of your child, then your behaviour, attitude and responses will be discussed and considered by the Court.  Remain calm, reasonable and polite throughout these difficult times.
